The BCREPC coordinates a shelter subcommittee which facilitates discussions and coordination between all the shelter partners supporting the regional shelter program.  The members of this committee are comprised of the local communities and volunteer partners who support and help staff the shelters. 

During disasters and emergencies, the resources of local public safety agencies resources can be stretched to the limit as an incident expands in duration, size, scope, or complexity. 

That’s why the Barnstable County Regional Emergency Planning Committee (BCREPC) created the Barnstable County All-Hazards Incident Management Team (BCAHIMT) — to provide essential behind-the-scenes support functions enabling agencies to focus resources and concentrate on achieving incident objectives.  

Highly Trained and ICS Compliant 

The BCAHIMT follows FEMA Incident Command and Incident Management standards. It uses ICS standard operating procedures within the framework of the National Incident Management System (NIMS). 

Highly qualified BCAHIMT personnel are available for all ICS Command and General Staff positions: 

  • Incident Command 
  • Planning 
  • Operations 
  • Logistics 
  • Finance/administration 
  • Public information 
  • Multi-agency coordination  

BCAHIMT deployment is flexible. Personnel can be deployed as a complete team, incrementally, or individually as the incident warrants. 

Team members – employed and retired – are drawn from the ranks of fire, police, health, public works, utilities, medical, and private-sector organizations — diversity is key to a successful team 

Planned Public Events 

Fortunately, major disasters and emergencies are few and far between. But planned public events including parades, fairs and festivals, fireworks display, flu clinics, and road races are a common occurrence. The BCAHIMT is available to assist public agencies and non-governmental organizations in the management of large-scale planned events. 

Multi-Agency Coordination Center (MACC) 

The Barnstable County Department of Health and the Environment, Emergency Preparedness Division operates the Barnstable County Multi-Agency Coordination Center, a NIMS standard entity. The MACC is designed to provide local Emergency Operations Centers (EOCs) with resources and information during major countywide or regional incidents. The MACC captures, consolidates, and coordinates local requirements and communicates and coordinates with regional, state, federal, utility, and non-governmental resources to deliver requested support to the local communities.  When the BCAHIMT is activated, the MACC provides technical support to the team as needed. 

Operational Principles 

Overall responsibility for an incident is with the Authority Having Jurisdiction. The BCAHIMT will provide support and consultation to Incident Command or Unified Command. Only by delegation of authority from the local Authority Having Jurisdiction would the BCAHIMT assume incident command.

What does the Cape Cod Citizen Corps Council work on? 

The Cape Cod Citizen Corps Council works to promote citizen involvement in various emergency preparedness and response programs. The members continue to develop a peer-to-peer network of program coordinators in the Cape Cod community. The Barnstable County Department of Health and Environment is the host agency to the CC CCC. BCDHE organizes regional meetings, training opportunities, shares best practices through the BC Regional Emergency Planning Committee, and provides technical assistance to program managers involved in Citizen Corps Council. 

The Cape Cod Citizens Corps Council meets monthly and reports as a subcommittee to the Barnstable County Regional Emergency Planning Committee.

Cape, Islands & Southeast Massachusetts 

The Cape, Islands and Southeast Massachusetts Chapter serves a population of more than 1, 273,000 people in the 15 towns of Barnstable County and the islands of Martha’s Vineyard and Nantucket and Bristol, Plymouth, and Dukes Counties. We are part of the Massachusetts Region of the Red Cross.

The members of Cape and Islands Health Agent Coalition  

work collaboratively to enhance our communities on Cape Cod, Martha’s Vineyard and Nantucket through our capacity to share resources, information and ongoing trainings that prepares us to respond to public health threats and emergencies, including terrorism and outbreaks of infectious diseases. 

Specifically, coalition members will work collaboratively to: 

  1. Assess and monitor regional emergency planning and response needs; 
  2. Make funding decisions to enhance regional emergency planning and public health response capacity; 
  3. Submit plans, needs, and requests to the Massachusetts Department of Public Health, Center for Emergency Preparedness; 
  4. Be accountable and responsible for the use of CDC funding; 
  5. Coordinate with other public health coalitions to ensure that all municipalities in the Southeast Region are represented in a coalition and to enhance overall preparedness throughout the Region; 
  6. Share knowledge, lessons learned, and best practices throughout the Commonwealth by participating in regional and statewide meetings; 
  7. Coordinate efforts to further emergency preparedness with other existing regional or local plans (e.g., MEMA); and 
  8. Meet the other goals associated with the Massachusetts Department of Public Health Emergency Preparedness initiatives as well as other regional public health efforts. 

Membership 

Membership of the Cape & Islands Health Agents Coalition consists of a member or designee of the local public health authority for the following cities/towns in this sub-regional coalition: Aquinnah, Barnstable, Bourne, Brewster, Chatham, Chilmark, Dennis, Eastham, Edgartown, Falmouth, Gosnold, Harwich, Mashpee, Nantucket, Oak Bluffs, Orleans, Provincetown, Sandwich, Tisbury, Truro, Wellfleet, West Tisbury, Yarmouth.   Each member has one (1) vote, for a total of 23 votes for this sub-regional coalition in Region 5 of the Commonwealth of Massachusetts.
